Administer instructions and variations as a contemporaneous commercial record: what was instructed, in what status, and with what paper trail.
C02 — The problem
The technical problem
Integrated Change Control keeps the project baseline honest. Contractual variation management keeps the instrument honest: instructions, notices, prices, and status under the contract that actually governs the works.
If those two records diverge, later claims reconstruct history. This capability is the commercial administration of change — not legal advice on entitlement, and not the project-controls baseline update by itself.
