Delay & Disruption Analysis

Analyse delay and, where the records support it, disruption — including concurrency issues — from the contemporaneous project file rather than a rebuilt cartoon.

C02 — The problem

The technical problem

Delay analysis answers why completion (or a milestone) moved. Disruption analysis, where alleged, ties productivity loss to sequence and evidence. Concurrency is usually a finding inside the same assignment, not a separate analysis product.

This capability is the analytical assignment. Extension of Time is the contractual product that may use it. TIA is one method that may be used inside it. Concurrent delay is analysed here as an issue where it arises.

C03 — Engagement

When this capability is needed

  1. 01
    Retrospective delay

Completion has moved and the story must be evidenced.

  2. 02
    Disruption allegation

Productivity loss is claimed and needs a factual/sequence basis.

  3. 03
    Concurrency

Both parties’ events sit on the path and apportionment is in issue.

  4. 04
    Defense

The other side’s delay narrative does not match the contemporaneous files.

C04 — Scope / method

How the work is approached

Delay analysis and, where instructed and supported, disruption. Concurrent delay is analysed inside this assignment. Quantum of prolongation cost is a separate assignment.

  1. 01
    Preserve and characterise the record

Which programmes, diaries, and notices exist.

  2. 02
Select methods that the record can support

TIA, windows, as-built, or others — stated, not branded as a house method.

  3. 03
    Analyse delaying events

Effect on the dates that matter, including concurrency where it arises.

  4. 04
    Test disruption where in scope

Evidence of interference with planned sequence or productivity, not adjectives.

  5. 05
    Report findings and limits

What the file supports and what it does not.

C05 — Outputs

Typical deliverables

Typical deliverables
Output What it contains
Delay analysis report Methods, programmes, events, and findings.
Programme set Files actually relied upon.
Concurrency note Where both parties’ events interact, if in issue.
Disruption note Only if instructed and the evidence exists.
Limitations Gaps that affect confidence.

C06 — Decision value

What this work is used to decide

What delay case (and disruption case, if any) the contemporaneous file will support, for submission, assessment, or defense. Findings are technical; entitlement is for counsel and the contract.

C10 — Boundaries

Important distinctions

Analysis does not replace counsel or guarantee a tribunal result. Concurrent delay is analysed within this assignment.
